Childcare Network of Evanston

What is the mission of your organization?

CNE Early Head Start enhances the lives of children, families, staff and the community by providing comprehensive early childhood services. This includes high quality child care, family support, community education and staff development. At the heart of this effort is the promotion of self-determination and healthy interdependence.

What services and/or programs do you provide?

  • CNE Early Head Start (EHS) serves families with children age birth to three as well as women who are pregnant by delivering health and family support services and high quality child care. Diapers are included. Families must be eligible for a child care subsidy.
  • Illinois State Board of Education Pre-Kindergarten supports children who are at risk for school success. This program, for three to five-year-olds, offers Pre-Kindergarten services in participating community early childhood programs. Risk factors may include but are not limited to: low income; English is not home language; chronic health problems; difficulties with social interactions; vision, hearing, or communication difficulties; or a child with special needs.
  • Learning Together provides on-site services for children with special needs at child care programs. Services include Speech and Language Therapy, Occupational Therapy, and Mental Health services.
  • Child Care Assistance Program (CCAP)provides low-income, working families with access to quality, affordable childcare, which allows the parents to continue working and contributes to the consistency and success of each child’s early education experience. Families are required to cost-share on a sliding scale based on family size, income and number of children in care.

What is your intake process?

Families that are found to be eligible would complete and intake and provide needed documentation then are put on a waiting list based on a point system. The family most in need gets the next opening. If there is a current opening they will be notified.

What fees do you charge?  What are the eligibility requirements?

Families enrolled in the Center Based Programs pay the state subsidy copayment. Early Head Start doesn’t charge a fee ever for anything. Children who are in foster care, homeless, or whose family is receiving SSI or TANF are eligible for Head Start and Early Head Start regardless of family income.

Families who are income eligible may apply for child care assistance through Illinois’ Department of Human Services (IDHS), Child Care Assistance Program (CCAP), which provides low-income, working families with access to quality, affordable child care. The CCAP subsidy allows parents to continue working and contributes to the healthy, emotional, and social development of their child. Families are required to cost-share on a sliding scale based on family size, income and number of children in care.

Financial assistance is also available through the CNE Communitywide Scholarships, which support Evanston families who are over income guidelines for child care subsidy, allowing families to maintain important continuity of care for their child. Parents are required to pay more than half of the cost of the tuition.

Children who are in foster care, homeless, or whose family is receiving SSI or TANF are eligible for Head Start and Early Head Start regardless of family income.

Families can be homeless or living in our service areas (Evanston, Lincolnwood, Morton Grove, Northbrook, Northfield, Skokie, Wilmette, Winetka). We serve pregnant mothers and families with children up to the age of 3 years old.
